What's the difference between a mechanic who just swaps parts versus someone who actually diagnoses?

I think I've been going to the wrong type of shop for years. My 2018 Q5 has an intermittent issue where it sometimes slams into drive after being in reverse. I've had two different shops recommend replacing the entire valve body based on nothing but a code read. Neither one did any real testing.
